Medhat Kelada statement to Human Rights Council "Arabic"

شاركت فى المنتدى السابع للاقليات بالامم المتحدة تحت رعاية المندوب السامى لحقوق الانسان بحضور 192 دولة وعدد كبير من المنظمات الحقوقية فى دول العالم المختلفة كانت كلمتى عن العنف ضد الاقباط وهى :

اسمى مدحت قلادة ، رئيس اتحاد المنظمات القبطية بأوربا ومنظمة الشرق الأوسط لحقوق الإنسان بسويسرا ، وأمثل هنا الاقلية وهم من الشعوب الاصيلة .

يبلغ تعداد الأقباط نحو 18 مليون نسمة بالإضافة إلى مليونين آخرين يعيشون بالخارج فى دول أوروبا وأمريكا وكندا واستراليا .

يعانى الاقباط من التمييز والاضطهاد العرقى والدينى من الحكومات المتعاقبة منذ ثورة 1952 وحتى الآن وبلغ ذروة هذا الاضطهاد العام الماضى عندما قامت جماعة الاخوان المسلمين بحرق 84 كنيسة وسلب وحرق 1970 منزلًا و16 صيدلية وحرق 3 بواخر سياحية علاوة على مدارس ومؤسسات تابعة للاقباط ، ولم يتم حتى الآن القبض على معظم الجناة ومن تم القبض عليه أخلى سبيله أو افلت من العقاب.

ومازالت الاعتداءات على الأقباط من قبل الجماعات الارهابية مستمرة، فمنذ مايقرب من ثلاثين عاما ومسلسل خطف الفتيات القصر قائم والجديد منذ ثورة يناير عام 2011 اصبح مسلسل خطف الرجال والأطفال والشباب القبطي مصدر ربح للجماعات المتطرفة.

ففى احصائية دقيقة خطف حتى الان 78 قبطيا ودفعوا أكثر من 8 ملايين جنيها اتاوة للخاطفين ومعظمهم فى جنوب مصر فى نجح حمادي واسيوط مع غياب أمنى كامل !!

وتقدم اتحاد منظمات قبطية فى اوروبا للجنة تقصي الحقائق التى شكلت بقرار من رئيس الجمهورية لبحث الاعمال الارهابية التى قامت به جماعة الاخوان المسلمين بعد فض مظاهراتهم اللاسلمية ببيانات تفصيلية بالاعتداءات على الأقباط وقمنا بزيارة مصر وكان لنا جلستان مع اللجنة لمناقشة الاعتداءات على الأقباط وتقدمنا بخطاب سلم لرئيس الجمهورية شخصيا من قبل اللجنة لحل مشاكل الأقباط يشمل 16 بندا لحل الأزمة ومشاكل الاقباط اهمها على سبيل المثال :

1- العمل على تطبيق الدستور والقانون بدون تمييز تحت أي مسمي وإلغاء الجلسات الصلح العرفية " الصلح العرفي" الذى يتم خارج اطار القانون.

2- خضوع الملف القبطي لرئاسة الجمهورية وليس للسلطات الأمنية.

3- سرعة بناء الكنائس التى هدمت أو حرقت سواء جزئيا أو كليا على نفقة الدولة تأكيدا على مسؤولية الدولة.

5- العمل على مراجعة المناهج التعليمية وإزالة كل ما بها من عبارات تحض على الكراهية والتمييز.

6- الغاء سياسة التمييز المعروفة والمعمول بها مثل حظر التحاق الأقباط بالوظائف وبعض الوزارات السيادية والمراكز ذات الحساسية الخاصة في الدولة بما في ذلك المخابرات العامة والمحافظين وعمداء الكليات ورؤساء مجالس الادارات وذلك علي سبيل المثال.

7- تنقيح الخطاب الديني ومحو كل ما يحض علي الكراهية والعنف والتمييز الديني وسرعة اتخاذ الاجراءات القانونية قبل من يثبت ارتكابهم تلك الجرائم .

8 - الغاء خانة الديانة من بطاقة الرقم القومى وكافة الأوراق الثبوتية .

9 - الغاء قانون ازدراء الأديان الذى أصبح سيفا على رقاب الأقباط وإطلاق عفو على كل من حوكم به واعادة المسيحين المهجرين قسريا خلال السنوات الثلاث السابقة إلى ديارهم ...

10 - سرعة اصدار قانون بناء الكنائس وقانون الاحوال الشخصية للمسحيين .. ,وانشاء مفوضية مكافحة التمييز التى نص عليها الدستور المصري .

سيدى الرئيس إن بلادنا مصر فى حرب مع الارهاب وجماعاته المتعددة, وقياداته بداخل مصر وخارجها ونأمل فى تعاون المجتمع الدولى مع بلادنا

ولذلك فإننا نوصى المجتمع الدولى بوضع جماعة الاخوان المسلمين وجماعة حماس وأنصار بيت المقدس والسلفية الجهادية على قوائم الارهاب وحظر نشاطهم ومصادرة أموالهم .

Systematic violence against Copts in Egypt

Thank you, Mr. President

My name is Medhat Kelada, President of the European Union ofCoptic Organizations for Human Rights and the Middle EastOrganization for Human Rights, Switzerland, I representMinority Original People.

The population of the Copts about 18 million people in addition to the two million living abroad Europe, America, Canada and Australia.

Copts suffer from ethnic and religious discrimination and persecution for successive governments since the 1952 revolutionand yet reached the peak of this persecution of last year, when the Muslim Brotherhood, burned 84 churches and looted and burnt 1970 homes, 16 pharmacies and burnt 3 ships in addition toschools and institutions belonging to Copts

No criminals have been taken to court and most of the perpetratorswho have been arrested were released one way or another escaped punishment.

Attacks on Copts by terrorist groups are continuing.

For nearly thirty years kidnapping of minor girls is continuing, andsince the revolution of January 2011, the kidnapping of men, children and young Coptic have become source of income for extremist groups

Statistic showed the kidnapped Copts so far reached 78, the ransom paid so far to the kidnapers exceeded 8 million pounds, mostly in southern Egypt in Nag Hammadi and Assiut in total absence of a security.

European Union of Coptic Organizations for Human Rights provided the Fact Finding Committee on Acts of Terrorism in Egypt which was established by Presidential Decree full details of the terrorist activity against Copts carried out by the terrorist group Muslim Brotherhood, also I visited Egypt twice, attended two session with the committee, presented a letter to the president comprising 16 paragraphs to address the problem of persecution of Copts, the most important for example are:

1. Application of the Constitution and the law without discriminationunder any name and the abolition of Police sponsored Reconciliation Session which takes place outside the framework ofthe law."

2. Coptic files to belong to presidency or the Council of Ministersand not the security authorities.

3-A fair and transparent investigations of the police officers whowere implicated or colluded in cases of kidnapping of Copts with the application of the appropriate sanction and punishment according to the Law.

4. Speedy court hearing and conclusion in cases of infringement on churches, churches properties and monasteries, charities and property of the Coptic Christians.

5. Speedy reconstruction of churches demolished or burned at the expense of the state to emphasis state responsibility and a commitment.

6. Review of the curriculum and the removal of all the expressionsof hate and discrimination, keeping a watchful eye on teachers who spread hate.

7. Prohibition of discrimination against Copts appointment in sovereign ministries and centers with special sensitivity in the stateincluding general intelligence, governors and deans and heads ofdepartments, chief executive officers, for example.

8. Revision of all religious materials and erase all the hate, violenceand religious discrimination with speedy legal action taken against whoever found guilty of those crimes.

9. Speedy up licensing for churches that already exist without license to reconcile their legal status... And the abolition of religion affiliation from national ID card and all the papers and rebuildchurches destroyed or vandalized during the terrorist attack the Muslim Brotherhood.

10 – Abolition of the law of contempt of religion, which has become a sword on the necks of the Copts and the launch of an amnesty on all who were tried under this law, repatriate who everforcibly displaced during the past three years to their homes.

11. Speed up issuance of regulation of building churches and the law of personal status for Christians.., and the creation of the Office of anti-discrimination enshrined in the Egyptian constitution.

Ms. Chairperson, our country is at war with Egypt terrorism and his groups, and leaders inside and outside Egypt and we hope in the international community's cooperation with our country

We therefore recommend that the international community put the Muslim Brotherhood and Hamas group and Ansar Beit Almaqdis and the Salafist jihadist of terrorist organisation lists and ban their activities and the confiscation of their money.
